With the ramp-up of E‑Mobility, charging infrastructure is becoming a critical digital infrastructure. AFIR tightens the rules and the e-vo Charge Point Management System (CPMS) ensures that operators meet these requirements safely, transparently and with high availability.
In 2025, for the first time in the EU, more battery-electric vehicles were newly registered than classic petrol cars. This is a turning point that shows that E mobility has arrived in everyday life. This change is also visible in Austria: Around 260,000 purely electrically powered cars and almost 36,000 public charging points already enable emission-free mobility today.
For this infrastructure to work, a robust digital base is needed. The combination of physical charging hardware and stable backend systems determines whether users experience e-mobility as reliable.
“The future of electromobility will not only be built at the charging station, but also decided in the backend.” e-vo Managing Director Ute Teufelberger
AFIR: The new framework for public charging infrastructure
With the Alternative Fuels Infrastructure Regulation (AFIR), the EU has been creating a single, binding legal framework for recharging and refuelling infrastructure since April 2024. AFIR is part of the Fit-for-55 package, which aims to reduce CO₂ emissions by at least 55 percent by 2030 and aims at a comprehensive, interoperable and user-friendly charging infrastructure.
Key points for operators of charging infrastructure are:
- Minimum distances for fast recharging points along the TEN-T network (at least every 60 kilometres, with defined minimum services).
- Obligation for clear price transparency before charging and electricity-based billing from 50 kW.
- Mandatory possibility for ad hoc card payment at new public recharging points from April 2024, with retrofitting obligation for fast chargers from 2027.
- Digital connectivity of charging points, smart charging capability, roaming support and provision of static and dynamic data via interfaces.
e-vo CPMS: High-performance backend ‘Made in Austria’
The e-vo Charge Point Management System was developed for energy suppliers and professional operators and is designed for high load, many charging points and strict quality requirements. It combines efficient charging point management, comprehensive logging, OCPP support and deeply integrated roaming interfaces to ensure smooth operation across a wide range of hardware types.
Key value propositions of e-vo are:
- Around 98.5 percent of successful charging processes are the measurable basis for availability and customer satisfaction.
Operation in a highly available data center in Austria for short latency and high system stability. - Data security at ISO 27001 level with encrypted communication (TLS), dedicated SIM cards and own APN.
- Future-proof architecture that remains stable even with protocol updates (e.g. OCPP) and new AFIR requirements.
It is derived from AFIR that users can see prices before the start of the charging process, can bill transparently and can load without long-term contracts. e-vo meets these requirements with a continuous process that complies with legal regulations: from the unique transaction identifier at launch to double checking in the payment process to the verified billing with verification code and link to the transparency software.
Security and trust
With increasing networking, the requirements for cybersecurity, data protection and legally secure processing of user data are increasing. e-vo addresses this with ISO 27001-compliant data security, strict access concepts, clear data storage in the Austrian data center and a software architecture tested for stability.
‘Trust comes from stable systems, clear data sovereignty and the certainty that critical infrastructure is also operated in a digitally reliable manner.’ e-vo Managing Director Ute Teufelberger
e-vo, a joint venture of Austrian energy suppliers, relies on agile backend engineering for scalable solutions. From fleets to spontaneous loading: The strong e-vo CPMS secures competitive advantages in a market with millions of charging points. As a member of the SAFE initiative (Software Alliance for E-mobility), e-vo is committed to greater transparency in e-mobility and supports the development of market-wide uniform transparency software for legally compliant operations.
